It's telling you it's a "bug" with your system!
Check the ownership of all the files under /var/spool/qmailscan/ - everything under ./tmp and ./working must be owner "qscand" - otherwise you have a broken install of something.
Also, if you're running Clamd, make CERTAIN that the User line in /etc/clamav.conf says 'qscand'
