Did you install them from CPAN?
It's no good to me if I have to install RPMs to make it work. The Redhat 9 packages are kludged and non-standard (the current perl does not include suidperl), and if you update them with CPAN they break.
If you don't believe me, try it yourself.
and installing qmail/maildrop, I then tried to install Qmail-Scanner 1.20.
It installed, it works.

They have nothing to do with each other. Please read the documentation about setuidgid - it cannot be used in the same role!

I'm not the only person having problems with this in Redhat 9, so perhaps it would be good to take a closer look at it.
No - from what I recall, the RH9 problem people are seeing is due to them installing a BROKEN, SECURITY HOLE ridden install of maildrop-toaster. See the archives for that. I don't understand why there is even a maildrop-toaster. The author of maildrop even provides RPM functionality which works perfectly - that's all I use. Anyway, OT.
Have a look at the problem Micha Silver is having. He's not using maildrop-toaster.
