?? News to me. I think you'll find you just don't have the siudperl module installed... Actually I've just checked. RH9 uses 5.8.0 - where did you get 5.8.2 from? If you have manually overridden perl 5.8.0 with 5.8.2 by compiling from source/etc, then you really have to read the perl documentation to see how to get suidperl support back. Or else assume it's broken and use the C-program wrapper included in the distribution.
