I may have missed it, but why is this the case?

What is the usage senario(s) that the current menu strategy is targeted?

Is there a description of the "big picture"?

Is the current practice for most users not to put commonly used applications on
the panel as a launcher and just use the menu for locating infrequently used
apps.  It would appear that Red Hat is already targeting this usage by including
the browser, email and office apps on the default panel (clearly, these are
their preferred apps).  Having the extras menu just makes it more difficult to
locate apps (as many, many people have already stated).

Interestingly, parts of the current menu system would seem to go against the
suggestions of the GOME User Interface Guidelines.  which I'm sure has been
mentioned before.
