Also, developers do not ask users to vote or approve every single change of code. I may be pissed off with a given solution, but PSPP is a great piece of software and existence or non-existence of this text is really not so important. My opinion is - it is OK that we give proposals. But final decision should be done by developers and users should accept that and trust them. Unless we will have anarchy.
