Hmmm... let's reason together. The layout is a finite thing, so it 
follows there must be an optimal layout. Now, supposing the previous 
layouts were all improvements. When do you reckon they'll improve enough 
they think it's optimal? And how do you think they'll be able to tell?
Even Elephants stop "growing" at some point.
