Not sure that M$ would have ever coded something like this. Gotten a
Partner to do it? Yeah that sounds right but they wouldn't get into this
situation or that is what my local friends who all work for M$ would say.
And you are most likely right that a third-party vendor developed the
project using the MS platform. However, I've spoken to a high-level IT
person at the state agency who told me that the underlying MS platform is
not being consistently updated in a timely fashion. And MS is sure taking
credit for it.
