I saw the same line and got that same knot in my gut from an earlier gig.

Really this cannot be resold because each care center probably has a system
that may be unique.  Pulling all the data into staging tables and then
defining Dim and Fact tables for consistency across the state is going to
take a lot of time.
After that you just press the data into various cubes as needed and the
initial data portion is complete.  Now you just have to identity what
people really need out of what you have.  Hahahaha.  Medical staff knowing
what they want?  Been there and didn't like it round one.
