State agencies (at least in the US) don't sell stuff. They buy stuff--usually stupid, proprietary stuff that is not maintained or updated quickly. Then it quickly becomes outdated and unusable.

Perhaps responses like yours are a reason why people get driven into the arms of Microsoft for this stuff.
