OK - here's my thoughts on this -and its just a suggestion -not that I have done it.

You could post an Ad on Craigslist - in the Gigs area - looking for Freelances. Say that you are looking for independent people that do this kind of work - and that you could then refer them to your clients. And - when they contact you - ask for a list of references - then call a few of them. This way - you could compile your own list of local Techies who might fit the bill!
