postfix outbound default to port 25, but hotmail see your ip as dynamic, so you need to configure postfix as a submission client to use port 587 with hotmail servers, if your postfix have multi users, drop it
in other words if you just have postfix for one single user, then its safe to have postfix smtp_* configured to use your own hotmail account used by postfix
if you want to have multiusers use your posfix then you must ask isp to give you a static ip, not a dynamic
