Before or after header_checks?

My problem is partially between my chair and my keyboard. The milter
*is* adding the header, but a mystery remains.
The milter is in msa-in.
msa-in/header_checks:
/^X-MS-Floodstopper:(.*)/ HOLD $1
msa-out/header_checks:
# Don't leak this, it's for our use only.
/^X-MS-Floodstopper:/ IGNORE
Messages aren't held, so I examined them in queue in msa-out and saw no
header -- but of course, that was due to the IGNORE. My mistake, sorry.
However, I do not understand why the HOLD check doesn't fire.
