This referred to USB ADSL modems. A particularly awful piece of hardware
that left all the hard work to the computer. It meant the hardware could
be fairly simple, and that the consumer would not have an easy time
sharing their broadband connection with other machines.
Thankfully these have pretty much disappeared. The fight against
internet connection sharing has been lost, and routers got so affordable
that ISPs starting giving those away for free instead.

As far as resolution goes you shouldn't have a problem with the HD3200,
but if you want to watch full-screen movies or play any 3D games I would
go for a lower card in the series.
If you could give me a list of your ATI Radeon options, I can tell you
which will work fully. (ATI Radeon is the way to go as they actively
support linux driver development. However, information for newer cards
takes a while to clear their legal department and then has to be turned
into driver code. As such, full linux support is about two card
generations behind.)

P.S. DHCP refers to "dynamic host configuration protocol", it's how a
router automatically gives out an IP address to connected computers. You
will still have to set up mail servers (SMTP, IMAP), but details like IP
address & DNS server are automatically filled in with DHCP.
