Yes - you get up to 30 days to continue to use the software if you are
offline for an extended period on the monthly plan.  Of course, depending on

first, the time period is 99 days without a connection to the internet before you are cut off (assuming you have an "annual" membership, whether it is billed monthly or prepaid)

but taking the word "sync" in Boris' question literally, i would answer this with a "no" — there is no requirement to periodically sync any files or data, only to verify that your account is in good standing

No - I work with the software the same way as I always have.  I've never
felt any need to use Adobe's cloud storage, even though I could still have
access to 2GB if I cancelled my subscription.
