I use http://www.freehostia.com/ (eek! changed  their front page, looks 
awful). Anyway, I now have 3 domain names, just bought a  new one, and each is 
9.00, so my total is $27 a year.

I roll my own stuff  (do my own web page design, etc.), but think they have 
scripts available, not  sure. (Anyway, it's easy to find html templates on the 
web, and one can even  find web page designing programs.) They have a file 
manager that is very like  Windows Explorer, so it is easy to use to 
organize/create directories and upload  files. I've been using them for about a 
year for 
one site and have noticed no  down time (i.e. as in server down -- not saying 
it never went down, I just  didn't notice it). I also left one question on site 
and got a quick reply,  either the next day, or the day after. So their email 
support seems  good.

They also have a free plan, or used to, smaller storage space, so  you can 
try it out and see if you like it.

Because they insert no  advertising or anything of their own, I can have my 
site just the way I like  it.
