I've been using 1and1.com for several years. I don't recall any outages that lasted more than a minute or two, and very few of those. They have a "user friendly" interface that kinda sucks, but most of their hosting packages include ftp and shell access. Mail hosting has been good for the most part. However, some of their clients have managed to get the whole shebang placed on some cryptic blacklist. The result is that I can't send mail to certain impenetrable fortresses from my twosixteen.com domain.
