They contributed under a particular legal agreement. They can agree to change it later. It can't be changed for them. Appended is a quickly-created list of such holders. There may be more. I just did a grep and trimmed out noise ... I think there were several nonstandard copyright notices. As a rule, re-licensing is so impractical that it's rarely done.
