Not the right process.  Every OpenOCD copyright holder must explicitly
agree.  Lack-of-NAK is not the same thing as agreement.  They contributed
under a particular legal agreement.  They can agree to change it later.
It can't be changed for them.

Appended is a quickly-created list of such holders.  There may be more.
I just did a grep and trimmed out noise ... I think there were several
nonstandard copyright notices.

As a rule, re-licensing is so impractical that it's rarely done.  I'll
re-iterate my suggestion to merge the patch I sent ... it's not in the
least bit likely that everyone in the appended list will agree before
the 0.2.0 release ships in a few weeks.
