Depends on the reseller...  there's more than one copy of the FTDI drivers
on Windows Update.  It would cost the reseller approximately $250 per OS
(though some OSs are now free if submitted at the same time) to certify the
driver for their vid/pids.

I only downloaded one copy of the latest version of the driver and took a
look in the cab file.  It has all the h, lib and dll files needed for both
32 and 64 bit.
