first of all I think it is a checksum problem which control a valid user code. Take a look in the LPC2148 user manual. In you startup code the checksum was missing. 4.2 Criterion for a valid user code It is possible that the lpc21isp calculated the correct checksum and placed it in you code. But it could be possible that the J-Link had a problem too. Have other users problem with flashing the LPC2148?
