Target reset mode specifies what is to be done when plain reset command 
(without parameters) is issued by script/user.
Is a parameter is given to reset command, it always does what the parameter 
says, no matter what was stated in the
target reset configuration.

What is to be retired (if I understood right) is the target reset mode option,
making the behavior of plain reset command fixed (and well defined).
