I think the expectations differ because of historical reasons - some people are 
used to
current behavior with target reset_mode parameter, otherwise I would say that
it shall be pretty clear to most people that simple "reset" command just does 
reset.
(But maybe I am mistaken.)

If there is wider acceptance of removing default behavior, I can live with that 
however,
this would meet a, but not b:
Commands should
a) look logically and resemble the thing they really do
b) are convenient for the user
