I have published my proposal for Quantum packaging:

You can try out what I have build currently by checking out
lp:~tylesmit/quantum/quantum-packages
<https://code.launchpad.net/%7Etylesmit/quantum/quantum-packages>.
You can build the two working packages (common and client) by following
the README. I'm working on getting the rest of Quantum bundled up
correctly for packaging, and it's going pretty well. I have a few
issues to resolve, but by Monday or Tuesday at the latest I should have
it all going and on LaunchPad.
