Agree.  Mutt already has a bewildering number of options.  Most exist
for good reason, but I often think it would be a good idea to
thoroughly go over all the existing options and reevaluate whether
each one really provides value... and eliminate the ones that don't.
Of course, in probably all cases, the three people that use a
particular obscure option are probably on this list and will
vehemently object. ;-)

I think that's a fine question, and to me the answer is no.  I tend to
think that as we've lived this long without splitting out the option,
probably there's not enough people who'd care about this to justify
its inclusion...
