How did you get that Average/Peak bit-rate output from mpeg2enc ?

I use as source material a video I recorded form the TV, using:
lav2yuv file.eli |  mpeg2enc -I 1 -f 8 -b 8000 -c -q 3 -4 1 -2 1 -s -D 
10 -K kvcd -R 2 -M 2 -o video_q3.m2v 2>encode_q3.log

I have it also encoded with -q 5.
