No, I do not believe it does. But since libdv needs to be
installed first (so that mjpegtools' ./configure can detect
libdv) I always do libdv first.

A couple things come to mind. One is important for NTSC
folks (and less so I imagine for PAL) and the other for
anyone using Kino.
For NTSC users the DV data is in 4:1:1 format and smil*
can be built "--with-avcodec" to use ffmpeg's libavcodec
for DV decoding. It seems to give better results and is
~10% faster than libdv.
The other benefit is that smil* can use Kino .smil files. Using
something like "smil2yuv -c N ..." it's possible to extract for
encoding only specific scenes/chapters from a Kino editing
session. I've found that capability very useful.
