As Bernhard mentioned the total limit is ~2780 kbps (~2500 for
video and 224 for audio).

It is very player dependent. My portable DVD player is allergic
to SVCDs that are more than 10-15% higher than the specifications.
On the other hand the regular DVD player has played SVCDs that
used a bit rate of 4500 kbps (naturally the play time is greatly
reduced ;))

I believe the bitrate will be at the default/standard 224 kbps.
Hmmm, good question - but I do not think smil2wav will do the
resampling from 48000 to 44100. lav2wav simply extracts the
audio data to a .wav file for use with mp2enc or toolame. mp2enc
will do the necessary resampling.
DVD players have to support 48000 audio. If the DVD player can
also play the VCD/SVCD format the chances are quite good that
48000 audio will be accepted for the VCD discs - it is not
"standard" but it has always worked for me.
