I think most (any) player will accept both interlacing types. 

The standart answer to your question can be found in the mjpeg howto,
section: Creating MPEG2 Videos, subsection: Encoding destination TV
(interlaced) or Monitor (progressive).

If you like to fit much time on a SVCD you should also deinterlace, that
saves some bitrate. 

Don't care about the encoding time, care for the output.
