As you are likely aware, there is a very strong push towards web services hosted in Canada/developed by Canadians/benefiting Canadians right now.

I have not, but I do know that some other vps hosting providers will set you up with OpenBSD if you ask for it, even though it's not a listed choice. I'm setting one up with CWH (canadianwebhosting.com) and after discussion, I gave them an OpenBSD autoconfig file which they used successfully.
