How? Do you block port 80, and for HTTPS intercept their web connections
using some man-in-the-middle box and filter them?

If yes, that's your specific setup, that can't be considered something
general.

On a normal, unfiltered Internet connection, and with a normal, not
tampered-with web browser it is perfectly possible to connect to HTTP sites
or for example sites with self-signed certificates.
