Yes, we serve 6 domains, all have correct DKIM signatures and all are enrolled 
in Yahoo's FBL. Have never received a single report from the FBL. Which is 
unsurprising because we do not send any unsollicted or bulk email.

I can only conclude that Yahoo's error message "TSS05] Messages from x.x.x.x 
temporarily deferred due to unexpected volume or user complaint" is 1) a 
catch-all message which does not actually describe the true reason for the 
"temporary deferral", or 2) a sign that Yahoo blocks (or temporarily blocks) IP 
ranges without actually having evidence that every single IP in that range has 
behaved badly, or 3) a sign that the FBL does not work in the sense that not 
all spam reports received by Yahoo lead to a message through the FBL. 

Assuming Yahoo knows what they are doing (and I have no reason to assume they 
don't), my bet is on 2).
