What if we had something like an MX record published for the IP address(es) in reverse DNS / <d>.<c>.<b>.<a>.in-addr.arpa for <a>.<b>.<c>.<d> and configure those MX records to route to a mail server of the owners / administrators of the IP (space) in question?

I naively feel like this could be done independent of and in parallel with the existing email infrastructure.

A more sophistication version of
        postmaster@(whois a.b.c.d | grep -i techemail)
but with a cleverer grep to support current whois server variants
and redirection to a "better" whois server ?
