Actually, by default, outgoing smtp is firewalled at vultr. You need to 
ask them to allow your IPs. And this seems to be validated by a human being.
Having to ask per IP and mandating a correct RDNS should be a good start 
in preventing some/most of the outgoing spam.
I have been a customer of Hetzner some years ago and I remember they 
were prompt at blocking you when they detected something was wrong.
