Brian, just so you know, you're not alone. While I can usually read things fine, VO has also returned to the occasional choppy, broken speech I have been dealing with ever since Mavericks. Apps are also still slow to load, and more and more often, emails take longer and longer to open. My sister just installed Mavericks and loves how "it's so much faster than Mountain Lion!" Well, she's lucky, because 10.9 was a step backward for me, and apparently you as well.
