Yes, you need either a UsB modem or you can use something like, fax.com. If you have an all in-one printer/scanner/fax, you need to connect the device via the phone port. Then, when you want to fax, you will pick the fax device from the popup button instead of the printer. You can customize the destination number, cover page, etc from the dialog. I do this all of the time with my HP8500, so it works fine.
