Hi,

For the most part, off-line access is only available for those items synced 
both to your local device and the Cloud.  If you don't have access to the 
Internet, then you would not have access to those items only stored in the 
Cloud.  This is slightly different in a ChromeBook or ChromeBox, as the syncing 
is a little different, so you can usually have access to all your content 
off-line, unless it accesses links etc that are not stored locally.
