Alex,
OS X keeps many logs. One at least should be able to provide clues. I would like to know which one would be useful for this as I want to see what Mavericks is doing directly after login for the next 30-60 seconds.

   Have you done this? It might help to see what is going on there.

The lag seems random. I've heard of 4GB ram machines running fine, while newer 
ones with more ram have the lag. I've heard that Nuance voices cause the 
problem, and that they don't. I've been told a clean install made things worse, 
or a bit better... All I can say is: if you have this problem, report it to 
Apple along with the specifics of your machine. Hopefully they can pin it down 
that way.
