No, the behavior is the same on Cygwin. Executables discovered by
configure.py are relevant only if there are no system preferences
set for a particular file format. If one doesn't like the default
associations and wants to use something else in LyX, then he can
explicitely set his associations in Tools->Preferences.

I think that the search performed in configure.py should not be
abandoned as it is a nice fall back in case something is screwed
up. I mean, if for some reason I have a broken installation for
gsview such that it doesn't get registered for viewing pdf files
but I have it in the PATH, then I can save the day if configure.py
looks for it.
