One big advantage of these tools is that they allow to compile LyX
from tar.gz without further intervention.
You mean on linux distribution with proper autotools support. That's not
the case for all Unix/Linux and that's definitely not the case for Windows.
Plus, I am not sure of that but I think that with Cmake it's even
simpler because you just need "make" to compile lyx. With autotools you
need autoconf. With Scons, you just need python >= 1.5.
