Neither file is either a shell script nor a Windows help file. They're
text files that are (used to be) read by LyX itself. However, I don't
think that either is used any more:
$ grep -r 'Bibtex\.hlp' lyx/13x/
lyx/13x/lib/help/CVS/Entries:/Bibtex.hlp/1.2/Wed Oct 10 16:45:04
