This argument would work if the rationale for the context-sensitive
area was "stuff that isn't integrated as much as other stuff". But iti
is not and it never was.

Ideally there wouldn't even be a third level; deep hierarchies suck.
But I do not have any specific suggestions to help[1] so I won't
complain about it.

[1] one possibility would be to move such esoteric stuff to /only/ the
right-click context menu ...
