LyX cannot take care of what OSes do/provide. For example on Windows you
get package updates regularly every week or at least every time you
upgrade LyX to a new version.

So should we discontinue LyX for unix and Mac OS and tell user to switch to windows?

The authors of TeX-packages don't provide support for old versions and
old versions contain in most cases bugs and fixing them is in many case
the reason for updates.

No. Fixing bugs does not change document format and does not break LyX files. The files break because class authors change on a whim the syntax of their class without thinking about backward compatibility.
To take the case of modercv, what are the changes that were necessary?
