10.04 I use at work (old but still supported for a few months by
canonical), I have version 0.7 from 2008.
Not everybody run miktex.
But TeXLive also has an update button. At least here on Windows it works.
OK. Let's face it: everything does not work like you are used to. It is
not good or bad, it is a fact. And you cannot force everybody to do what
you think is good.
