Sorry, but we have. That topic came up several times anybody added a layout.
However, look in the commit logs, several developers added new layouts or changed existing ones for minor LyX releases. Take for example the svjour layout revision we jointly did at the beginning of this year. We came to the conclusion that with the old one you cannot submit to any Springer journal and therefore started a major revision. For that reason you cannot compile svjour/mono files made with LyX 2.0.4 with e.g. 2.0.1.
