This is not fundamentally different from LyX POV.

1. isolate the natbib code and keepmit until at least Lyx 3.0 as a
legacy fall-back system. As biblatex should catch natbib, natbib could
be fully replaced by Lyx3.0

The world is not natbib vs biblatex. I personally avoid natbib style as much as I can. Not every body likes (Me & My Dog, 2003b) style of citation. We have to be more careful than just getting rid of the not trendy thing because, well, it is not trendy.

3. other systems -- such as the ABNTstyle stuff which seem to have gone
out of production (latets update I can find is from 2003) could then be
reimplemented in Biblatex.

I do not think it is right.
