English language versions are in C:\Program Files\LyX 1.6.6\Resources\doc (assuming you installed to the default location) using Uwe's alt installer. I think it's the same for the other Windows installer, but "LyX 1.6.6" might be "lyx16" or something like that.
Are you saying the Help menu is empty (not populated), or that when you click Help > Introduction (or Help > anything else) the document is not found?
