Of course it is. A good example was the buggy caption package two weeks ago that made the docs uncompilable.
Why do you think it's a problem to let the users start with an actual 
LaTeX-system?

Note that this isn't trivial because MiKTeX needs a coded time stamp to be able to update the installed packages. So don't expect this for the 1.5.2 installer.

I don't change shortcuts and default formats in the installer. This should be 
done in configure.py.
