If latex is not installed, LyX is not supposed to work better than
that anyway.

If the problem is that latex may have been installed after LyX, of
course a reconfigure may be necessary.

However, I do not understand why the installer should run configure.py
at all. This will be done at LyX' first start, user by user.

If the goal is to make miktex load a bunch of packages, I suspect this
could be done differently.
