  I would prefer 2). Unless someone has a real reason against.

  Do we have support for the other characters available in latin1 but not in 
latin9?

  Do we need any special package to support them? I guess not but I am just 
asking.

  If the encoding is auto we have full control over it, if it is other we 
should respect that setting.
