So José, what is your take on this? We have two options now: 
1. Do the change for those languages where we have positive feedback from a 
user, that is (by now): the German variants, French, Norwegian, and leave the 
rest until someone changes it (or do a survey).
2. change all latin1 languages to latin9 and revert when someone complaints.

José, do you think something (a warning, or converting iso8859-15 to iso8859-1 
in generate_encodings.py) needs to be done?
