No, this is not the "Kernel Secure" mode, but the "Kernel Enterprise"
mode, another special mode of Mandrake.

I hope it was fixed in 8.0 (though I don't think it's possible to eat the
cake but still have it).

I took a look too, and found the following kernel:
kernel22-secure-2.2.19-10mdk.i586.rpm
It's the only "secure" kernel included in the distro (there are many
kernels in the distro: The Mandrake one - based on 2.4.3, a standard one
based on 2.4.3, a standard one based on 2.2.19, an Enterprise one based
on 2.4.3, a secure one based on 2.2.19, SMP based on 2.4.3, and PCMCIA
and SMP).
I hoped to finally have a kernel which is up to date on one hand (2.4.3),
while secure on the other hand. Unfortunately, it seems that it's im-
possible to eat the cake and still have it :-(
